2022 | Health Reimbursement Arrangements (HRAs) as Alternatives for New Jersey Employers

The Qualified Small Employer Health Reimbursement Arrangement (QSEHRA) and Individual Coverage Health Reimbursement Arrangement (ICHRA) are two recently created alternatives to traditional group health insurance plans. Through these HRAs, employers fund their employees on a tax favored basis to purchase health insurance in the non-group insurance market. In light of the shrinking and increasingly unstable small group market in New Jersey, Rutgers Center for State Health Policy conducted the New Jersey Affordable Health Benefits Survey, with funding from the Wakely Consulting Group through a grant from the Robert Wood Johnson Foundation, to gauge the extent to which employers in the state are aware of, and offering, these options. We present findings from the Survey and engage in a panel discussion with key stakeholders.
