Analysis of Inpatient Stabilization Services for Persons with Co-occurring Intellectual and Developmental Disabilities and Mental Health Conditions
People with intellectual and developmental disabilities (IDD) and co-occurring mental health conditions face barriers to high quality care, especially in behavioral health crises. To support the development of strategies to improve care for this at-risk group, the NJ Department of Human Services asked CSHP to analyze NJ Medicaid claims and state client assessment data. Analyses focus on patterns, trends, and predictors of the use of emergency department, hospital inpatient, and special stabilization services among adults age 21 and over with IDD and high-level behavioral needs. The data analysis is also being supplemented with interviews of key stakeholders, hospital web surveys, and a landscape analysis of crisis response frameworks of other states.
