This study examines the evolution of the Medicaid program during the Clinton, G.W. Bush, and Obama administrations. Medicaid, a federal entitlement program for the states, insures about 60 million Americans and costs well over $300 billion annually. This research examines the program's strengths and vulnerabilities, and assays its potential role in health care reform.
