Under contract to the New Jersey Department of Human Services, the proposed project will develop a framework for addressing the problem of the concentration of health expenditures and the risk of adverse selection in New Jersey's non-group and small-group health insurance markets. The Center will convene an Expert Panel to assist in the development of a reinsurance strategy that would promote the long-term stability and growth of private coverage through these markets.
