This project provides support for three primary activities that inform New Jersey’s efforts to implement the Affordable Care Act (ACA). These activities include: 1) a financial analysis of a Basic Health Plan (BHP) that includes projections of revenue and expenses, 2) a data brief on physician network adequacy for vulnerable populations focusing on low-income, uninsured, Medicaid, special needs, and/or behavioral health populations in addition to a description of relevant ACA and New Jersey laws, regulations (including provisions within the Medicaid managed care contract) and context, and 3) a policy brief on Essential Health Benefits (EHB) that includes options for New Jersey's EHB package, a review of applicable state and federal law and regulations, and a consideration of the implications for New Jersey's current mandated benefits and issues related to care coordination and service limitations.
