A Case Study Comparison of Two State Solutions Models: A Coalition of Public Agencies (New York) and a State Entity (Minnesota)
Background
State Solutions, a national demonstration program jointly sponsored and fundedby The Robert Wood Johnson Foundation and The Commonwealth Fund, is a three-year initiative begun in 2002 to improve enrollment in the MedicareSavings Programs (MSP). With technical support from the State Solutions National Program Office (NPO) which is housed at the Rutgers University Center for State Health Policy (CSHP), five participating demonstration states have employed a variety of models to increase enrollment; in particular, one model has been based on developing and working through a coalition made up of and led by community-based agencies, another on working through a state entity. These two models have resulted in our being able to examine the strengths and drawbacks of each approach to reaching the overall program goal of increasing enrollment among Medicare beneficiaries. The NPO at the Rutgers CSHP facilitated monthly conference calls that diffused ideas across grantees.
